The film is inspired by the real-life 2014 abduction of Indian nurses in Iraq. The story picks up eight years after Tiger (Salman Khan) and ISI agent Zoya (Katrina Kaif) went into hiding to start a life together. When a terrorist organization (rechristened as the "ISC" in the film) takes 25 Indian and 15 Pakistani nurses hostage in Tikrit, RAW is forced to track down their top agent for one final rescue mission.
